题目：Joint Optimizing Network Interdiction and Emergency Facility Location in Terrorist Attack considering Interdict Deception Tactics
摘要：This paper develops a novel defender-attacker model that jointly optimizing network interdiction and emergency facility location to reduce the loss of terrorist attacks. The terrorist’s bounded rational behavior and the State’s deception tactics of interdiction are considered in the model. Here, deception refers to a preemptive and intelligent use of concealed interdiction assets by the State, in addition to transparent assets commonly employed in modeling network interdiction problems. Our model can help the State not only to achieve the synergy of different types of counter-terrorism resources but also to mislead terrorist’s optimal decision. In order to solve this model, a two-stage solution method is proposed, where an improved genetic algorithm is first used to search and update upper-level variables and then the lower-level program is solved by a vertex enumeration method. The optimization model is finally applied in a real-world case of a Xinjiang-Pakistan border control problem, and the results verify the correctness and efficiency of the solution method.
